Which of these Diplomatic policies should we take?

Summaries of Each Policy:

"Open doors"

Policy:
-Essentially, the current policy as it exists now
-Clans must apply or send messages to us to be considered for a treaty (alliance, clan battle, and the like)
-After contacting us, we then consider whether or not to accept that treaty

Pros:
-very inclusive, communicates friendliness and approachability
-requires little effort/work on our part
-potentially a fast way of building up a network of alliances/arranging clan battles

Cons:
-very inclusive (it could be argued that we should be pickier)
-it puts all the effort on them (could deter other clans from initiating diplomatic relations)
-relative to other policies, less investment in individual clans seeking out a treaty

"Closed Doors"

Policy:

-Treaties are offered by invitation only
-we consider each clan as potential allies/opponents before contacting them ourselves
-If we conclude they would make a good ally/opponent, we contact them personally
-After contact, further dialogue and consideration can take place
- Once talks with emissaries has concluded, terms must be ratified by representatives (TBD)

Pros:
-By contacting them ourselves, we make it easier for potential allies to initiate diplomatic relations
-Very direct and personal form of dialogue
-Enables us to consider allies even before we approach them with an invitation

Cons:
-more exclusive than "open doors"
-more work-intensive on our part
-slower diplomatic process

The exact nature of the ratification process will be ironed out later, but I have some ideas.

I like closed door policy it allows our Daimyo to pick who he feels can better reach his goals in the long run. it gets straight to the point and offers less drama in the end the Daimyo will pick who he wants to be allies with who will ultimately support us and bring us victory in the end.
